2025 Negotiations: Bargaining Progress
On February 14, 2025, the Federation and District bargaining teams met to begin negotiations for the successor agreement to our current collective bargaining agreement, which expires on June 30, 2025. In the months prior to this meeting, the Federation and the District opened (sunshined) the articles that appear below for bargaining.

Below, you can find the progress on each of the Articles, including most recent proposals from each party (“Federation” and “District” links) and tentative agreements for the 2025 successor contract negotiations. Open Articles
Ground Rules (Open Bargaining)
Article 3 (Rights of the Federation)
Federation Proposal: In our third proposal, the Federation is proposing release time for the body commensurate with that granted to the Academic Senate and a reduction in office rent.
District Proposal: The District is proposing to modify language regarding processing of members through employment and deduction elections in accordance with statute.
Article 6 (Classification of Faculty Members)
Federation Proposal: Reviewing the District’s June 20, 2025 proposal and will propose our first counterproposal at an upcoming bargaining session.
District Proposal: The District presented its first proposal on June 20, 2025. The District aims to align the classification of faculty members with current Education Code and Laws.
Article 8 (Hours and Working Conditions)
Federation Proposal: The Federation is proposing broad improvements to working conditions, increased faculty autonomy in the workplace, and clarification of language. We are working with the District to clarify the workload and hours of all faculty.
District Proposal: On June 20, 2025, we received the District’s second proposal (then sent a revised proposal on June 21). The District is proposing greater specification in some language, stronger supervisor and District authority in some areas, and increased workloads and/or reduced paid hours for nearly every faculty group in one more more work assignment types. On the increased workload proposals, the District has stated that they are trying to further clarify our workload and hours and further move to an LHE-based contract and payroll system. They have stated that while it is not their direct intent to reduce faculty pay, it is indeed possible that that will be the effect under their proposal, pending discussion of pay rates, which they are not yet willing to discuss.
Article 9 (Winter/Summer Assignments)
Federation Proposal: The Federation has agreed to a small addendum to the District’s proposed markup for librarians but remains firm in deans following the current assignment practices for FT and PT instructors for summer and winter assignments.
District Proposal: In its third proposal, the District has agreed to a working process for assigning summer/winter assignments to FT librarians, though the District is still trying to expand supervisor power over summer and winter assignments.
Article 10 (Compensation)
Parties have not yet started bargaining on this article. It will be part of open bargaining.
Article 11 (Paid Leaves)
Federation Proposal: The Federation is proposing to make jury duty leave available to PT faculty, increase the rate of PT sick leave accrual to be commensurate with FT faculty, and enhance certain leaves in line with existing statutes.
District Proposal: The District is proposing to update and insert statutory language regarding different types of leave.
Article 17 (Insurance Benefits)
Parties have not yet started bargaining on this article. It will be part of open bargaining.
Article 20 (Procedures for Faculty Evaluations)
Federation Proposal: On June 6, 2025, the Federation offered a counterproposal, which maintains the rights of faculty to grieve unreasonable evaluations.
District Proposal: On June 20, 2025, the District presented its second proposal with language that would significantly reduce the rights of faculty to grieve an evaluation.
Article 22 (Grievances)
Federation Proposal: The Federation’s first counterproposal is to keep our current rights to grieve.
District Proposal: The District presented its second proposal on June 20, 2025 and continues to want to reduce the rights of faculty to grieve.
Article 25 (Agreement Conditions and Duration)
Parties have not yet started bargaining on this article.
Appendix C (FT Faculty Salary Schedules)
Parties have not yet started bargaining on this article.
Appendix D (PT Faculty Salary Schedules, Stipends, and Special Rates of Pay)
Parties have not yet started bargaining on this article.
Appendix N (Course Cap Size Application)

Tentative Agreements For This Contract
The District and Federation have tentatively agreed upon the following articles. Tentative agreements do not go into effect until the contract is signed. Any bold/underlined language in these tentative agreements represents modified contract language.

We have eliminated legacy language that truncated our labor rights beyond what current laws require. The article is now consistent with work stoppage articles at community colleges across the state and current legal limitations.
Article 24 (Instructional Technology)
Updated language to reflect current course structure and practices.
